I have examined the accompanying Ordinance, entitled "German Mail Steamer Ordinance Continuation Ordinance, 1887;" (a copy of which is annexed), to which I beg to call attention for explanation of the reason why this Ordinance has only been continued for one year.

And I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

This Ordinance continues in force until the 10th September 1887 the provisions of Ordinance No. ... of 1886.

The Secretary of State in his despatch dated the 17th November, 1886, No. 60, directed that an Ordinance should be enacted continuing the privileges.
